Our Team

Andres Pelenur is the CEO of Northern Heights Management. He is also a Founding Partner of Borders Law Firm, a Canadian and U.S. immigration law firm. Andres is a member of the Ontario and Massachusetts Bars.

In his role as CEO, Andres oversees NHM’s near shoring line of business. His primary focus is advising and assisting U.S. companies to overcome U.S. immigration obstacles by relocating employees to Canada and engaging NHM as an Employer of Record.

At Borders Law Firm, Andres served as the Managing Partner of the firm. Andres has extensive experience representing clients on all types of Canadian immigration matters before Citizenship and Immigration Canada, Employment and Social Development Canada, Canadian consulates around the world, the Immigration Appeal Division, and the Federal Court of Canada. Andres also brings a wealth of experience assisting corporations to bring skilled workers to Canada, employing a number of work permit strategies such as Labour Market Impact Assessments, CUSMA permits, and Intra-Company applications. He also advises on all federal and provincial immigration programs, creating strategies that are uniquely suited to each person’s circumstances and helping entrepreneurs obtain permanent residency through the Start-Up Visa program.

Andres also represents clients on US immigration matters including L visas, USMCA Professionals, Traders, and Investor applications.

In addition, Andres has a proven record representing clients before the Federal Court of Canada on judicial review applications and before the Immigration Appeal Division. He also advises clients on complex humanitarian and compassionate ground applications and Temporary Resident Permits for individuals who are inadmissible to Canada.

Andres also assists clients with applications for Criminal Rehabilitation, Authorization to Return to Canada, and Permanent Resident Travel Documents. He also writes legal opinions that are used by other lawyers in civil and criminal actions.

Andres is fluent in Spanish and Portuguese, having been raised in Brazil and Uruguay. He has degrees from McGill University and the University of Toronto’s Faculty of Law. In 2015, Andres  was admitted to Harvard University for a Master’s degree in South Asian studies. Andres is a member of the Law Society of Ontario, the Canadian Bar Association, the Ontario Bar Association’s Citizenship and Immigration Law Section, the American Bar Association, and the American Immigration Lawyers Association.
